Virus TI2 causes latency and glitches on windows system

Hey Guys,
So I have a strange problem. I recently had my custom PC upgraded. I'll include the specs below. I installed Live 11 along with all my plugins including my Virus TI2. The problem I am having is when I open the Virus within Ableton it causes any audio playing on my PC from youtube, soundcloud etc... to get all glitchy. It also causes a pretty significant latency issue within Ableton that was not there before I dropped the Virus onto a channel. The audio is still effected on my system even after closing Ableton. If i switch the sample rate in Ableton back and forth the issue solves itself but once i drop the virus plugin into the project it happens again. Any ideas what the issue might be?
