why doesn't the transpose work (w/ VSTs or midi gear)!?

why doesn't the transpose (octaves) work with vst or external midi gear?-- running logic 7.1 on a dual g5. i hit the transpose buttons but it doesn't transpose any instruements other than the Ti itself... is there a default here?-- or a way to play other instruments with the transpose is chosen? i need the lower octaves with instruments outside the Ti!!

Select between Keyboard or Patch.

there is no "transpose buttons" under the "config->keyboard->" menu. another location maybe??
