Personally, I think this is a sample - it sounds like a clarinet or some other similar instrument sample - which has obviously been effected heavily...at 7.10 the gating effect becomes gradually tighter, or perhaps the amplitude envelope on the sample shortens (the decay, maybe?). All guesswork on my part - nice track - but it seems like a very well edited/effected sample.

id say stereo delay aswell faster on one side perhaps from the same sound tuned down and thats what you can hear panning around underneath the main sound? there is as you say alot goin on in the track what program and u using? if your on logic id say delay designer would be a good start
