Default SOLVED :: Modwheel not sending correct MIDI values

I have a KC and the modwheel is sending out the values 0 - 28 (0 = off, 28 = all the way forward) instead of 0 - 127.

Is there a setting that I may have changed by accident? I've checked the manual and online FAQ but couldn't find anything. Or could this be a hardware problem?
