Macromedia Flash is quite good for design and then export as a .GIF or :JPEG
Also Fireworks which i think our Timo used by the look of it  .PNG :P

I used an old copy of Paint Shop Pro v7 by Jasc.
JPG format always messes up images with red in them, bleaching out the colour and red edges tend to bleed and become blurry (it's the same with any paint package), but using PNG saves it out untouched (like BMP) and in 16.7Million colours (if desired) but with a small filesize. Otherwise it's GIF, but GIFs limit you to 256 colours. GIF and PNG are quite similar, otherwise, but it depends on the graphic what kinda of format you should use to get the best image quality vs. file-size ratio (photos = jpg; graphics with solid bands of colour = GIF/PNG).
