Choped up glitched samples...
it might just been a hat layered with few more samples in its "past life".

http://mp3.juno.co.uk/MP3/SF175916-01-01-01.mp3 Trentemoller - Polar Shift if your on about this track...It sounds like the hats are on slight reverb reverse hat before the actual hat itself..
bounce a hat with reverb on it import it back into your seqencer then reverse it

...............................................................................
Try putting some VST effects on normal hats like Scarbee Vintage Keyboard FX,Camel Phat or Camel space etc etc...You'll be shocked at some of the results..... Or even bounce a hat with reverb on it import it back into your seqencer then reverse it and put one of the above mentioned effects on it,automate bypass on the effect untill the very last part of the reversed hat then turn off the bypass so the effect catches the very last part of the reversed hat...
"Mash it up" as my mate from jamaica would say..
