could someone pls tell me how to do this effect on the kick at 3.31 and then it happens again a little later in the track..

Probably a plugin time delay effect of some sort. It's sunday so my brain hasn't kicked into gear yet to think of a particular one

You could replicate it by either drawing in the notes from 16ths right up 64's like a drum roll to get it close. Or you could try linking an LFO with saw wave to trigger the notes and use the LFO rate to mimic it. If using either technique just add a little bit of pitch bend to lift the notes up

take a delay with feedback. send one kick into the delay and reduce the delay time then,

I would say it's retrigger as well with the rate automated maybe.

I did a similar thing but no where near as quick and mine went up then down.

I used an RPG-8 (within Reason 4) to trigger the kick, then automated the rate to speed it up then slow it down.

Yeah that's the retrigger i was thinking of, from here http://illformed.org/plugins/glitch/
It's a good plugin and free

You can make tempo changes anywhere in the track in cubase but I don't no about any other sequencers
